How We Are Governed

The PQS Pre-Qualification-Scheme is a UKAS Inspection Body, SSIP Registered Member, and Crown Commercial Services G-Cloud approved provider.

PQS is one of the leading SSIP Registered Members accredited by UKAS as an Inspection Body under ISO17020:2012.   PQS is subject to regular independent audit by the United Kingdom Accreditation Service (UKAS). UKAS is the national accreditation body for the United Kingdom, appointed by government, to assess organisations that provide certification, testing, inspection and calibration services.

SSIP (Safety Schemes In Procurement) is supported by the HSE (Health & Safety Executive) and acts as an umbrella organisation to facilitate and maximise mutual or cross-recognition of health and safety assessments between SSIP member schemes, wherever practicable to do so.

PQS Pre-Qualification-Scheme is a member of Safety Schemes in Procurement (SSIP). As an SSIP member PQS is fully  committed to the vision of driving unnecessary cost and confusion out of supplier health and safety assessment, and SSIP’s core philosophy is to enable effective cross-recognition between existing schemes. PQS, Prequalification Scheme, adopts internal control principles based on the International Standard ISO/IEC 17020 Conformity Assessment – requirements for the operation of bodies performing inspection. This Standard is used by the United Kingdom Accreditation Service (UKAS) to approve Inspection Bodies.

At the assessment level, competent personnel are assigned (e.g.  SSIP Member Assessor requirements are adopted).

As part of these internal controls, PQS Management Team safeguard the impartiality of it’s activities, with responsibilities including:

  • Assisting in developing the policies relating to impartiality of its activities,
  • Counteracting any tendency on the part of the scheme to allow commercial or other considerations
  • Preventing the consistent objective provision of assessment activities,
  • Advising on matters affecting confidence in assessment, including openness and public perception, and
  • Conducting a review, as least once annually, of the impartiality of the assessments and decision making processes of the PQS Scheme
